Prohibits homeowners' associations, common interest community associations, and condominium unit owners' associations from adopting bylaws or policies that prohibit installation of solar energy systems on residential properties.

Prevents deed restrictions, covenants, or binding agreements from prohibiting solar energy system installation, though associations may designate specific roof locations within 45 degrees east or west of due south if the determination does not impair system effectiveness.

Requires associations to adopt an energy policy statement regarding location, design, and architectural requirements for solar energy systems within 120 days of receiving a request or application from a member.

Mandates that applications for solar energy system installation be processed within 90 days of submission (or 90 days after policy adoption if no policy exists at time of application).

Imposes liability for actual and consequential damages on non-public entities that willfully violate the act, with prevailing parties entitled to recover costs and reasonable attorney's fees; does not apply to buildings greater than 30 feet in height.
