Establishes income eligibility standards for MO HealthNet coverage effective January 1, 2014, based on modified adjusted gross income (MAGI) converted from prior federal poverty levels and Aid to Families with Dependent Children (AFDC) standards.

Designates nine categories of eligible individuals including families receiving MO HealthNet, pregnant women, children under nineteen years of age, CHIP-eligible children, and uninsured women.

Sets specific income thresholds for different populations: 100% of federal poverty level for children under nineteen; 133% for children under six; 185% for pregnant women, infants under one year, and uninsured women; and 1996 AFDC standards for families.

Defines MAGI as modified adjusted gross income per Internal Revenue Code Section 36B(d)(2), including foreign earned income, housing costs, tax-exempt interest, and tax-exempt Social Security income.

Requires eligible individuals to receive all applicable benefits under MO HealthNet as specified in existing law.
