Expands MO HealthNet coverage to include young adults formerly in foster care who were under state responsibility at age eighteen, extending eligibility to age twenty-six without regard to income or assets.

Requires that covered individuals must not be eligible for coverage under another mandatory coverage group and must have been covered by Medicaid while in foster care.

Modifies section 208.151 of Missouri law to update eligibility categories for medical assistance benefits under the MO HealthNet program.

Maintains existing eligibility provisions for other populations including pregnant women, children, elderly persons, and individuals with disabilities receiving various state assistance programs.
