Repeals and voids all existing Missouri General Assembly applications to Congress for a constitutional convention under Article V of the U.S. Constitution, including Senate Concurrent Resolution No. 3 passed in 1983 for a balanced budget amendment.

Urges all other states that have applied for a general or limited constitutional convention to repeal and rescind their applications.

Cites concerns from constitutional scholars including former Supreme Court Justices Warren E. Burger and Arthur J. Goldberg that an unconstrained constitutional convention could propose sweeping changes or redraft the entire Constitution.

Asserts the U.S. Constitution can be amended through the existing amendment process without need for a constitutional convention and has proven sound over 200 years.

Directs the Missouri House Chief Clerk to send copies of the resolution to the President of the Senate, Speaker of the House, federal agencies, Missouri's Congressional delegation, and state legislatures nationwide.
