Endorses Taiwan's participation in the International Civil Aviation Organization (ICAO) as an observer to ensure international flight plans and procedures are complete and safe.

Supports granting Taiwan official observer status at the United Nations Framework Convention on Climate Change (UNFCCC) to address climate challenges affecting the island nation.

Notes Taiwan's strategic importance as an aviation hub serving over one million flights annually and approximately 40 million travelers passing through the Taipei Flight Information Region.

Directs the Missouri House Chief Clerk to send copies of the resolution to the U.S. Secretary of State, Secretary of Transportation, EPA Administrator, Missouri Congressional delegation, and the Taipei Economic and Cultural Office in Kansas City.
