Establishes a Joint Interim Committee composed of 10 members: 3 majority and 2 minority House members, plus 3 majority and 2 minority Senate members to study governance and taxation issues in the St. Louis Metropolitan Statistical Area

Committee shall select an independent entity to conduct a study on St. Louis MSA governance and taxation issues, with funding secured at no direct cost to the state

Committee must submit recommendations and findings to the Missouri General Assembly by December 21, 2013, with proposed legislation for the 2014 legislative session

If independent study is not received by September 1, 2013, the committee shall conduct its own investigation and analysis to meet the December 31, 2013 deadline

Committee is authorized to hold public hearings, solicit input from state agencies and political subdivisions, and receive support from House Research, Senate Research, and legislative staff services
