Strongly supports development of a centralized rare earth element (REE) refinery to assist the Pea Ridge Mine in Washington County, Missouri, and other U.S. mines in utilizing rare earth resources while ending China's monopoly on rare earths.

Urges U.S. Congress to create a thorium bank authorized to store thorium by-products from rare earth production and develop commercial uses for thorium, including molten salt reactor (MSR) energy technology.

Contends that thorium MSRs are superior to current uranium-based reactors, utilizing nearly 100 percent of fuel versus 3 percent, producing minimal waste that becomes benign within 300 years versus 100,000 years, and cannot melt down or produce nuclear weapons material.

Argues Missouri's central location, Mississippi River access, and the Pea Ridge Mine make the state ideal for locating a centralized REE refinery that would attract high-tech manufacturers and create jobs while enhancing U.S. national security.

Directs the Missouri House Chief Clerk to send inscribed copies of the resolution to U.S. Congressional leadership and Missouri's Congressional delegation.
