Proposes a federal balanced budget amendment requiring annual congressional expenditures not exceed annual revenue, with limited exceptions for monetary reserves, declared war, or fiscal emergencies.

Restricts congressional borrowing to extraordinary costs of declared war or armed conflict, or fiscal emergencies declared by Congress and signed by the President.

Permits Congress to issue special bonds for capital projects with repayment within 20 years, with cumulative total bonds never exceeding 20 percent of total private sector earned income.

Amendment takes effect beginning the third fiscal year after ratification and does not constitute an application for a constitutional convention under Article V.

Urges the United States Congress to submit the proposed amendment to the states for ratification and requires Missouri House officials to send copies to Senate and House leadership and Missouri's congressional delegation.
