Submits to Missouri voters a proposed amendment to Article VIII of the state Constitution for the 2014 general election or a special election called by the governor

Adds a new Section 10 to Article VIII authorizing the General Assembly to enact general law requiring in-person voters in public elections to provide identification to verify citizenship and state residency

Permits required identification to include valid government-issued photo identification

Allows the General Assembly to provide exceptions to the identification requirement through general law
