Repeals and replaces section 39(a) of article III of the Missouri Constitution to modify bingo regulations for religious, charitable, fraternal, veteran, and service organizations.

Reduces the required membership duration for individuals managing or operating bingo games from two years to six months immediately preceding participation.

Removes the prohibition on advertising bingo games, allowing advertising beyond just on-premises signage and communications between organizations and members.

Requires organizations conducting bingo to obtain a license, use net receipts only for charitable or religious purposes, maintain at least 20 members, and operate for a minimum of five years before licensure.

Submitted to Missouri voters at the general election on Tuesday following the first Monday in November 2014, or at a special election called by the governor.
