Submits to Missouri voters on the November 2014 general election a constitutional amendment to repeal and replace sections 11(a), 11(b), 12, 17, 18, and 35 of article IV of the Constitution of Missouri

Establishes the Secretary of Agriculture as an elected state office with the same qualifications as the governor, in the line of gubernatorial succession after the lieutenant governor, secretary of state, state auditor, and state treasurer

Requires the Secretary of Agriculture to be elected for a two-year term at the 2016 general election, with successors elected for four-year terms at presidential elections

Eliminates the Department of Agriculture as a separate executive department and reduces the maximum number of executive departments from fifteen to fourteen

Makes the Secretary of Agriculture a member of the gubernatorial disability board responsible for determining if the governor is unable to discharge duties of office
