Proposes a constitutional amendment to Missouri's Article III establishing separate session schedules for odd-numbered and even-numbered years, submitted to voters at the November 2014 general election

In odd-numbered years, the general assembly convenes on the first Wednesday after the first Monday in January and adjourns at midnight on May 30; in even-numbered years, the assembly adjourns at midnight on March 15

Changes bill introduction deadlines to the 60th legislative day in odd-numbered years and the 30th legislative day in even-numbered years, with exceptions for appropriation bills and governor requests

Requires appropriation bills to follow two-year budget cycles beginning January 1, 2015, and prohibits appropriation bills from being considered after 6:00 p.m. on the first Friday following the first Monday in May in odd-numbered years

Limits special session duration to 30 calendar days and restricts members called into special session to annual salary only, without mileage or daily expense allowances
