Submits to Missouri voters a constitutional amendment to repeal and replace sections 47(a) and 47(b) of article IV of the Missouri Constitution regarding taxation for soil conservation and state parks.

Transfers administration of the Soil and Water Sales Tax Fund from the Department of Natural Resources to the Department of Agriculture through the State Soil and Water Districts Commission.

Transfers administration of the State Park Sales Tax Fund from the Department of Natural Resources to the Department of Economic Development for state park acquisition, development, maintenance, and operation.

Maintains the one-tenth of one percent sales and use tax for both funds, with 50 percent of revenue deposited in each fund and expended only for their designated purposes.

Requires voter approval at the general election on Tuesday following the first Monday in November 2014, or at a special election called by the governor.
