Submits to Missouri voters a constitutional amendment to be voted on at the general election on Tuesday following the first Monday in November 2014, or at a special election called by the governor

Repeals and replaces Section 8 of Article III of the Missouri Constitution regarding term limits for the General Assembly

Increases term limits for legislators elected after November 1, 2014, to 12 years in any one house (up from 8 years) and 24 years total in both houses (up from 16 years)

Maintains the existing 8-year limit in any one house and 16-year limit in both houses for legislators elected on or before November 1, 2014

Excludes partial-term service of less than one year (House) or two years (Senate) when a member completes another person's term from counting toward term limits
