Submits constitutional amendment to Missouri voters at the 2014 general election (or special election) to repeal and replace Section 23 of Article I of the Missouri Constitution regarding the right to keep and bear arms

Expands the right to keep and bear arms to include defense of "family" in addition to home, person, and property, and when lawfully summoned in aid of civil power

Declares the right to keep and bear arms as "unalienable" and obligates the state of Missouri to uphold and protect this right under all circumstances except as authorized by law pursuant to the Constitution

Removes language prohibiting the wearing of concealed weapons by bracketing it as language to be deleted

Official ballot language for voters reads: "Shall the Missouri Constitution be amended to include a declaration that the right to keep and bear arms is a unalienable right and that the state government is obligated to uphold that right?"
