Submits to Missouri voters a constitutional amendment to consolidate the City of St. Louis and St. Louis County into a single governing entity operating under St. Louis County's charter with duplicated functions eliminated.

Repeals current constitutional sections 30(a), 30(b), 31, 32(a), 32(b), 32(c), and 33 of Article VI and replaces them with a single new section 30.

Scheduled for voter approval at the next general election on the Tuesday following the first Monday in November 2014, or at a special election called by the governor.

Existing provisions allow the City and County to propose consolidation through a 19-member board of freeholders (9 city members, 9 county members, 1 from elsewhere) that drafts a consolidation plan requiring separate majority approval from voters in both jurisdictions.

Provides employee protections including guaranteed job offers to county staff affected by charter reorganization with preserved seniority, compensation, and retirement benefits.
