Submits a constitutional amendment to Missouri voters at the next general election (November 2014) or special election called by the governor for consolidation of St. Louis city and county.

Repeals existing sections 30(a), 30(b), 31, 32(a), 32(b), 32(c), and 33 of Article VI of the Missouri Constitution relating to St. Louis city and county governance.

Replaces repealed sections with new Section 30 stating that the city of St. Louis shall become part of St. Louis County and exist as a city within the county like any other city in the county.

Removes provisions that allowed the people of St. Louis city and county to vote on various consolidation plans prepared by a board of freeholders, including consolidation, boundary extension, annexation, or metropolitan district options.

Eliminates existing charter amendment and revision procedures specific to St. Louis city, including provisions for officer transition, employee protection, and retirement benefits during governmental reorganization.
