Submits to Missouri voters a constitutional amendment to article III, section 39(b) regarding the state lottery, to be voted on at the general election on Tuesday following the first Monday in November 2014 or at a special election called by the governor.

Requires the State Lottery Commission to develop and begin selling a "Veterans Lottery Ticket" no later than July 1, 2015, with all net proceeds deposited solely in the veterans' commission capital improvements trust fund.

Modifies lottery proceeds distribution so that monies are governed by general assembly appropriation, with net proceeds after prizes and expenses transferred to the Lottery Proceeds Fund for public elementary, secondary, and higher education, except for Veterans Lottery Ticket proceeds.

Maintains existing lottery requirements including a minimum of 45 percent of ticket sales awarded as prizes, a five-member State Lottery Commission appointed by the governor with senate consent, and a ban on primary lottery ticket sales agents.

Clarifies that lottery revenues are not part of total state revenues or state government expenses under article X of the Missouri Constitution.
