Establishes procedures for investigating complaints of ethical misconduct against House members, including requirements that complaints be filed by members in writing under oath within 10 days of submission to the Speaker.

Defines three sanctions available to the Committee: Letter of Reproval (expresses disapproval of conduct), Reprimand (recognizes legal or moral wrong, issued by Speaker), and Censure (recognizes legal or moral wrong, requires House floor vote with respondent present).

Requires the Committee to determine complaint compliance within 30 days and vote by roll call to either defer action, proceed to preliminary hearing, or dismiss the complaint based on credible evidence and other relevant circumstances.

Establishes investigative hearing procedures including witness testimony under oath, cross-examination rights for both complainant and respondent, and a burden of proof on the complainant to establish facts clearly and convincingly.

Requires the Committee to adopt findings and conclusions within 45 days and file a report with the House Chief Clerk, recommending expulsion, reprimand, censure, or no further action.
