Scrap metal dealers must maintain written or electronic records for purchases of copper, brass, bronze, aluminum wire, manhole covers, utility-marked wire, farming copper/aluminum, and catalytic converters.

Records must include a copy of the seller's driver's license or photo identification with current address, date, time, place, and full description including weight of each transaction.

Records must be maintained for a minimum of 24 months and made available for inspection by law enforcement officers.

Violations of this section constitute a class A misdemeanor.

Exemptions apply to transactions under $50 (except catalytic converters), established businesses with existing relationships with dealers, and items where the regulated metal is a minor component (except electrical power and telecommunications equipment).
