Fines imposed for violations detected through automated traffic enforcement systems must be transferred to the local school district where the violation occurred for transportation purposes.

The portion of fines distributed to school districts shall not be counted as part of the district's "local effort" figure as defined in section 163.011.

"Automated traffic enforcement system" includes cameras, optical devices, electronic systems, or surveillance systems that record traffic control signal violations, speed restriction violations, or other traffic law violations.

"Surveillance system" includes devices using cameras, transponders, cellular telephones, GPS, or radio frequency identification that determine motor vehicle ownership or occupant identity.

"Automated speed enforcement system" includes devices with motor vehicle sensors such as photographic devices, radar, or laser devices designed to record vehicle speed and photograph the vehicle and license plate at the time of speed limit violation.
