Enacts the "Uniformed Military and Overseas Voters Act" (sections 115.900-115.936) establishing comprehensive voting procedures for military personnel, their dependents, and U.S. citizens residing abroad

Requires election authorities to transmit ballots to covered voters at least 45 days before federal elections and allows ballot delivery via facsimile, electronic mail, or internet

Permits covered voters to use federal postcard applications for voter registration and ballot requests, and allows use of federal write-in absentee ballots for all offices and ballot measures

Exempts covered voters and permanently disabled voters from notarization requirements on absentee ballots and prohibits rejection of ballots solely for late, unreadable, or missing postmarks if the voter declared timely submission

Requires the Secretary of State to establish an electronic transmission system for ballot materials and a free-access tracking system for voters to verify receipt of applications and ballots, with effective date of July 1, 2014
