Senate Bill No. 117 Summary

• Authorizes display of POW/MIA flag and Honor and Remember flag at state buildings and state parks alongside U.S. and Missouri state flags to commemorate service members who were prisoners of war, missing in action, or fallen.

• Grants student resident status and in-state tuition at Missouri public four-year institutions and in-state, in-district tuition at two-year institutions to individuals separating from any U.S. military branch with honorable or general discharge who declare residency in Missouri.

• Prohibits courts from entering final custody or visitation modification orders within 90 days after military deployment ends unless both parties agree in writing.

• Allows temporary modification of custody and visitation orders during military deployment with automatic reinstatement of original terms within 30 days after deploying parent returns.

• Permits deployed parents to delegate visitation rights to family members during deployment, present testimony remotely during hearings, and requires nondeploying parents to facilitate communication and provide custody access during military leave.
