Creates a new offense of "failing to stop the illegal possession of a firearm" for parents or guardians of children under 18 who know of illegal firearm possession and fail to make reasonable efforts to stop or report it; punishable as a class A misdemeanor or class D felony if the child causes injury or death.

Establishes "negligent storage of a firearm" offense for parents or guardians who recklessly store firearms accessible to children under 18 resulting in the child bringing the firearm to school, causing injury or death, or using it in any misdemeanor or felony; punishable as a class A misdemeanor or class D felony with an additional $1,000 fine if the parent failed to notify the school.

Permits secure storage exceptions including firearms in locked containers, equipped with safety devices like cable or trigger locks, or kept on the owner's person.

Requires parents or guardians to notify their school district or school in writing within 30 days of enrolling a child or purchasing a firearm, specifying names but not firearm types or quantities; failure to notify is an infraction punishable by up to $100 fine.

Exempts subsequent firearm purchases from notification requirements if a previous notification was already sent.
