Repeals and replaces sections governing state board of education duties, school district accreditation procedures, and teacher employment standards in metropolitan school districts

Modifies accreditation status review process to require at least two public hearings annually in unaccredited districts to discuss plans for return to accredited status, offer technical assistance, and coordinate community resources

Establishes procedures for state board of education to either allow continued governance by existing school board or appoint special administrative board (minimum 5 members, majority residents) to operate unaccredited districts; requires transition to local governance once district achieves provisional accreditation for two consecutive years

Creates new section 162.1300 providing that statewide assessment scores and performance data for students received by a district through boundary changes or state board action shall not be used for three years when calculating district performance under Missouri school improvement program

Modifies teacher removal procedures in metropolitan school districts to require written notification at least 30 days (rather than one semester) prior to presentment of charges for incompetency or inefficiency, and allows special administrative boards to appoint hearing officers to conduct dismissal hearings as contested cases
