Requires the EBT system to prevent recipients from using cards to access cash benefits outside Missouri, except where prohibited by federal law, while maintaining full access to SNAP benefits as authorized federally.

Directs the department to request federal waivers to restrict SNAP benefits to purchases of healthy food and beverages only, with eligible items determined by the department under U.S. Department of Agriculture regulations based on current scientific principles for health and fitness.
