Senate Bill 13 Summary

• Increases landfill tipping fees effective October 1, 2013: sanitary landfills from $1.50 to $1.71 per ton and demolition landfills from $1.00 to $1.20 per ton, with annual adjustments based on Consumer Price Index starting October 1, 2014.

• Reallocates revenue distribution from the Solid Waste Management Fund by increasing the department's allocation from 39% to 57% of revenues and decreasing local allocations to cities, counties, and districts from 61% to 43%.

• Repeals sections establishing solid waste management districts, regional councils, and executive boards, eliminating the requirement for county participation in district governance structures.

• Removes the Solid Waste Advisory Board and transfers grant decision-making authority directly to the Department of Natural Resources, which shall promulgate criteria for evaluating grants by rule and regulation.

• Freezes tipping fee adjustments from October 1, 2014, to October 1, 2017, except for amounts necessary to fund department operating costs, with any increases capped at the Consumer Price Index percentage.
