Expands MO HealthNet eligibility beginning January 1, 2014 to individuals aged 19-64 with income at or below 133 percent of the federal poverty level plus 5 percent of applicable family size

Eligible individuals must qualify under 42 U.S.C. 1396a(a)(10)(A)(i)(VIII) and 42 CFR 435.119, and receive coverage for the health benefits service package as determined by the department of social services

Health benefits service package includes MO HealthNet benefits meeting benchmark or benchmark-equivalent coverage requirements under federal law, subject to federal approval

Program automatically sunsets one year after the effective date unless reauthorized by the general assembly; subsequent reauthorizations sunset one year after their effective dates

Program terminates September 1 of the calendar year following the year in which the program sunsets
