Allows pupils ages 3-5 attending a pre-kindergarten program operated by a school district with full-day kindergarten to be counted in the district's average daily attendance calculation for state funding purposes.

Pre-kindergarten programs must meet standards established by the state board of education to qualify for state funding inclusion.

Provisions become effective only after a school year in which state appropriations fully fund the entire entitlement calculation under sections 163.031(1) and (2), and remain effective thereafter regardless of future appropriation levels.

Does not mandate school attendance beyond current law requirements and does not change existing kindergarten attendance provisions.
