Establishes the Fair Ballot Commission with 8 members (2 attorneys and 2 private citizens appointed by senate pro tempore, senate minority leader, house speaker, and house minority leader) to approve ballot language and summary statements

Requires Secretary of State to prepare fair ballot language statements within 20 days of receiving a statewide ballot measure that fairly, accurately, and plainly explain votes for and against measures and current law on the topic

Requires fair ballot language to include statements on whether measures will increase, decrease, or have no impact on taxes with specific tax categories and fiscal impact on state and local governments

Requires Attorney General to approve legal content and form of proposed statements within 10 days, and Fair Ballot Commission to approve statements by majority vote within 10 days of receipt from Attorney General

Applies commission approval requirements to summary statements for constitutional amendments, bills referred to voters, and initiative petition measures, with 50-word limit for official summary statements
