Increases specialty license plate fees from $30 to $45 for triennial registrations; increases military tribute license plate fees from $30 to $45 for triennial applications

Changes new vehicle emissions inspection exemption threshold from 40,000 miles to 60,000 miles and increases mileage exemption for vehicles between triennial inspections from 12,000 to 18,000 miles
