Creates a new "advance ballot" system allowing registered Missouri voters to vote in person at a central voting location beginning the third Wednesday prior to an election through the Wednesday before election day.

Requires all election authorities to designate a central voting location for advance voting and establishes satellite voting sites based on jurisdiction size (one satellite per 50,000 registered voters, maximum of six satellites).

Mandates advance voting hours during regular business hours (7:00 a.m. to 7:00 p.m.) including Saturday until 12:00 p.m., with procedures for casting and counting advance ballots matching standard absentee ballot procedures.

Prohibits voters who cast an advance ballot from voting at polls on election day; violators are guilty of a class one election offense, with election authorities required to certify violations to the verification board.

Establishes confidentiality protections for advance ballot voter lists until 8:00 a.m. on the Friday before an election, after which candidates and authorized representatives may access the information for a reasonable fee; implementation costs paid from state general revenue.
