Limits drivers to 10 hours of driving after 8 consecutive off-duty hours, 15 hours combined on-duty and drive time, or 70 hours on-duty time in any 8-day period, with exceptions for emergencies.

Mandates alcohol and controlled substances testing before employment and after accidents, with maintenance of 5-year records; requires vehicles to have $5 million liability insurance and monthly commercial vehicle inspections with weekly maintenance checks.

Sets civil penalties of up to $2,000 per violation, with each day of continuing violation counted as a separate offense; declared an emergency measure effective upon passage and approval.
