Modifies MO HealthNet payment provisions to include services of advanced practice registered nurses (APRNs) with collaborative practice agreements, effective beginning the bill's enactment date.

Establishes new licensing requirements for APRNs, including educational standards (post-basic programs before July 1, 1998; graduate degrees after July 1, 1998; accredited graduate-level programs after January 1, 2009) and current national certification.

Grants APRNs the right to use specific titles and abbreviations including "Advanced Practice Registered Nurse" (APRN), "certified registered nurse anesthetist" (CRNA), "certified nurse midwife" (CNM), "certified clinical nurse specialist" (CNS), and "certified nurse practitioner" (CNP).

Treats APRN licenses and registered nurse (RN) licenses as one license for renewal purposes and assessment of renewal fees.

Provides that individuals holding valid APRN recognition documents on August 28, 2013, shall be deemed licensed as APRNs under the new provisions.
