Repeals section 164.151, RSMo and enacts two new sections (164.146 and 164.151) relating to school district bond issuances.

Requires bond filings to include current debt held by the district, current tax levy, bond credit rating from an independent service, and annual cost of maintaining vacant or unused buildings.

Mandates that any ballot containing a bond issue question display the same four financial information items in an area following the question.

Modifies the ballot language for bond questions to show the estimated increase to debt service property tax levy per one hundred dollars of assessed valuation and the adjusted debt service levy range.

Declares the act an emergency measure effective upon passage and approval to ensure voters are informed of school district financial conditions when authorizing bond issuances.
