Repeals and replaces section 610.015, RSMo, governing voting procedures for public governmental bodies.

Requires all votes to be recorded and attributed to individual members by name, including "yea," "nay," or abstention if a roll call is taken.

Mandates all votes taken during closed meetings be conducted by roll call, and all public meetings remain open to public inspection.

Permits members of elected public governmental bodies (excluding the Missouri General Assembly and its committees) to cast roll call votes while physically present, in attendance, or participating via videoconferencing.

Allows votes via telephone, facsimile, Internet, or other electronic means during emergency situations with a quorum physically present, provided the emergency justification is documented in meeting minutes and votes are treated as if all members were physically present.
