Prohibits solicitation of expenditures, fund-raising activities, or fund-raising events supporting or opposing any candidate, ballot measure, political party, or political party committee on state or political subdivision property or buildings

Restricts statewide elected officials and general assembly members from performing services for any political campaign other than their own and from accepting compensation as paid political consultants for other candidates or committees

Prohibits statewide elected officials and general assembly members and their staff, employees, spouses, or dependent children from accepting items or services valued over $50 from lobbyists

Prevents general assembly members from registering or acting as legislative lobbyists while serving or within three years after leaving office

Establishes contribution limits for elections ranging from $325 to $5,000 depending on office sought, with limits adjusted annually based on the consumer price index beginning January 1, 2014
