Expands definition of "veterans' service organization" to include federally chartered organizations, those recognized by the Department of Veterans Affairs, and certain 501(c)(3) or 501(c)(19) non-profit organizations organized for verification and burial of veterans and dependents.

Authorizes funeral establishments and coroners to release identifying information (name, service number, Social Security number, date of birth, date of death, place of birth, and death certificate copy) to the Department of Veterans Affairs or veterans' service organizations to verify veteran eligibility for military burial.

Allows veterans' service organizations to arrange burial, interment, or scattering of unclaimed cremated remains after verification is completed, with liability protections for funeral establishments, coroners, and veterans' organizations following proper notification procedures.

Requires funeral establishments to notify next of kin at least 90 days before releasing unclaimed cremated remains to a veterans' service organization, with notice by mail or publication in a newspaper if address is unknown.

Authorizes the state treasurer to publicly release information about abandoned military medals (excluding Social Security numbers) and photographs to identify original owners or their heirs, and permits designation of veterans' organizations as custodians to assist in identification.
