Repeals and reenacts section 302.020, RSMo, relating to motorcycle and motortricycle operation requirements and protective headgear.

Requires all persons under 21 years of age operating or riding as a passenger on any motorcycle or motortricycle on Missouri highways to wear protective headgear meeting standards established by the director.

Failure to wear protective headgear as required is classified as an infraction with a fine not to exceed twenty-five dollars, no court costs imposed, and no points assessed to driving record.

Establishes penalties for unlicensed motorcycle operation ranging from a $300 fine for first violation to a class D felony for third or subsequent violations of licensing requirements.

Violation of subdivisions (3) and (4) regarding unauthorized operation is a misdemeanor, with first violation punishable by up to $300 fine and subsequent violations as class C misdemeanors.
