Senate Bill No. 190 Summary

• Requires contractors and subcontractors to participate in wage survey processes and submit completed survey forms to the department showing all hours worked and wage rates paid to workers for each occupational title in order to contract for public works projects.

• Applies to highway construction work for the Missouri state highways and transportation commission under section 290.257, with surveys covering the previous reporting period used to determine wage orders.

• Applies to non-highway public works construction (excluding residential construction) for other public bodies under section 290.259, with surveys covering the previous calendar year.

• Exempts contractors or subcontractors from survey participation if they provide a sworn affidavit attesting they did not engage in applicable construction work during the relevant period.

• Designates wage and hour survey forms as non-public records exempt from disclosure under chapter 610, with both provisions effective January 1, 2015.
