Repeals and replaces sections 386.170 and 386.180, RSMo, to modify how the Public Service Commission publishes its findings, orders, and decisions.

Authorizes the publications commission to publish findings, orders, and decisions of the Public Service Commission in pamphlet, book, or electronic form, including related works and studies on public utilities regulation.

Requires the publications commission to publish advance sheets containing all designated Public Service Commission decisions, which serve as competent evidence without further authentication.

Mandates the publications commission prepare and publish syllabi, headnotes, indexes, tables of cases, and digests for all published findings, orders, and decisions.

Permits the publications commission to set sale prices for official reports, advance sheets, and other publications at rates approximating the actual cost of printing.
