SB 194 Summary

• Repeals and re-enacts sections 197.300 to 197.367 to narrow the certificate of need law to apply only to long-term care facilities, removing references to general health care facilities and hospitals

• Renames the review committee from "Missouri Health Long-term Care Facilities Review Committee" to "Missouri Long-term Care Facilities Review Committee" and restricts its jurisdiction to long-term care services only

• Removes the $1 million expenditure minimum for non-long-term care health services and health care facilities, eliminating certificate of need requirements for most general hospital projects

• Maintains certificate of need requirements for long-term care facilities licensed under chapter 198, long-term care beds in hospitals, and long-term care hospitals meeting federal requirements (42 CFR Section 412.23(e))

• Updates effective dates from October 1, 1980 to August 28, 2013 for licensing restrictions and fund appropriation requirements related to certificate of need compliance
