Repeals and re-enacts section 168.400, RSMo, known as the "Missouri Professional Teacher and Administrator Act," effective September 1, 1988

Establishes professional development programs for preservice teachers, beginning teachers, practicing teachers, and administrators, including entry-level testing, exit assessments, and classroom practice evaluations

Requires each school district to provide a two-year professional development plan for beginning teachers without prior teaching experience, including assistance from a professional development committee selected by teachers

Mandates that teacher education program faculty engage in direct personal involvement in public schools (grades K-12) on a periodic basis to further their professional development

Allows school district boards of education to establish and adopt a written comprehensive professional development program as an alternative to meeting the statutory requirements outlined in the section
