Permits electric corporations to file petitions beginning August 28, 2013 for Infrastructure System Replacement Surcharge (ISRS) rate schedules to recover costs for eligible infrastructure replacements and additions.

ISRS revenues must fall between one million dollars (or 0.5% of base revenue, whichever is less) and 10% of the corporation's base revenue level from its most recent general rate proceeding.

Commission must approve ISRS petitions within 150 days and may only examine whether costs comply with statutory requirements and calculations are proper; no other ratemaking issues may be examined.

Electric corporations must reconcile actual ISRS revenues against approved amounts annually and submit proposed adjustments to recover or refund differences, and ISRS collections automatically reset to zero when eligible costs are incorporated into base rates.

Establishes a cost tracking mechanism requiring electric corporations with recent rate cases to defer differences between budgeted and actual labor, benefits, transmission, property tax, and contractor costs for recovery over three years in the next general rate proceeding without offsets or adjustments.
