Establishes the "Missouri Tuition Equity Act" requiring Missouri higher education institutions receiving state funds to classify individuals as Missouri residents for tuition, fees, and admission purposes if all eligibility conditions are met

Eligibility requires: residence with parent/guardian or emancipation while attending high school in Missouri, graduation from a Missouri high school or equivalent diploma, attendance at Missouri schools for at least two years, and entry to the United States prior to enactment

Non-citizens and non-permanent residents must provide an affidavit stating they will file an application for permanent U.S. residency at the earliest opportunity they are eligible

Prohibits Missouri higher education institutions receiving state funds from denying admittance to students based solely on immigration status if they meet the requirements of this section

Requires all information collected during admissions to remain confidential and declares the act effective July 1, 2013, or upon passage and approval, whichever occurs first
