Creates new section 452.339 establishing a separate framework for parental educational support for postsecondary education and vocational training.

Courts may order one or both parents to pay educational expenses including tuition, room, board, books, transportation, and medical expenses for children attending higher education or vocational institutions.

Child must enroll in at least 12 credit hours per semester, achieve passing grades, and remain in good academic standing; support terminates if child fails half or more of coursework in any semester.

Educational support obligation continues until child completes education but no later than age 23; parents and child must consent to share academic transcripts and records with supporting parent.

Exempts children with developmental or physical disabilities or diagnosed health problems from the 12-credit-hour requirement, allowing them to remain eligible for support while enrolled and attending.
