Creates the "Highway Patrol's Motor Vehicle, Aircraft, and Watercraft Revolving Fund" in the state treasury, administered by the highway patrol superintendent

Fund receives revenue from purchase and maintenance of vehicles and watercraft, reimbursements for official vehicle use, restitution for damage or loss, aircraft purchases and maintenance, and government agency reimbursements for aircraft flights

Fund balances may be used for purchase and maintenance of motor vehicles, watercraft, watercraft motors, trailers, aircraft, aircraft parts, and operational costs

Highway patrol must obtain specific general assembly appropriation before obligating funds for any individual unit purchase exceeding $100,000

Unexpended fund balance at fiscal year end is exempt from transfer to the general revenue fund under section 33.080
