Repeals and reenacts section 392.420, RSMo to modify commission authority over telecommunications service certificates and waivers

Requires the commission to waive quality of service and billing standards rules, plus specific statutory provisions (sections 392.210, 392.240, 392.245, 392.270-392.340), for alternative local exchange telecommunications companies applying for or already holding basic local service authority

Allows incumbent local exchange telecommunications companies to opt into statutory and commission rule waivers by filing a notice of election with the commission specifying which waivers are elected when alternative competitors or voice over internet protocol providers operate in their service area

Permits the commission to reimpose quality of service and billing standards rules on incumbent companies only after formal notice and hearing finding a pattern of inadequate service, with a mandatory minimum 60-day cure period before any hearing

Prohibits reimposition of rules on companies with competitive status granted under section 392.245 in exchanges where no alternative local exchange or voice over internet protocol service providers are certificated to offer local voice service
