Prohibits school districts from requiring students to use radio frequency identification (RFID) technology or similar technology to identify, transmit information about, or track the location of students.

Defines "radio frequency identification technology" as a wireless identification system using electromagnetic radio frequency signals to transmit data without physical contact between a card, badge, or tag and another device.

Establishes procedures for issuing teaching certificates including initial professional certificates and career continuous professional certificates based on college credit, examination, doctoral degrees, or certification by the American Board for Certification of Teacher Excellence (ABCTE).

Extends the expiration date for ABCTE teacher certification provisions from August 28, 2014, to August 28, 2020.

Requires teachers holding initial professional certificates to complete mentoring programs, professional development hours, and beginning teacher assistance programs before advancing to career continuous certificates.
