Repeals and replaces section 167.031, RSMo, governing school attendance requirements for children in Missouri

Establishes that parents must enroll children ages 7 through the compulsory attendance age in public, private, parochial, or home school, with exceptions for mental/physical incapacity, legal employment, and children ages 5-7 who can be withdrawn by written parental request

Defines "home school" as a private or religious-based school with no more than four unrelated students and requires at least 1,000 hours of instruction annually, with at least 600 hours in core subjects and 400 hours at the home school location

Beginning in the 2014-2015 school year, requires parents in metropolitan or urban school districts with more than 400,000 inhabitants located in multiple counties to enroll children by age five, with exemption for those planning home school instruction

Prohibits Missouri state agencies from dictating curricula for private, parochial, parish, or home schools, and exempts such schools from including curriculum content conflicting with their religious doctrines
